Ladies and Gentlemen,
I extend a very special welcome to those who are visiting Tunisia for the first time. Those of you, who have been with us before, welcome again.
I want to indicate from the very outset how pleased the Atars’Net Association is for welcoming you in this honourable gathering within the frame work of this seminar dealing with “E-learning on High Technology and Science for Developing Countries Strategy and Synergies”.
We are pleased once again to be collaborating with the International Center for Science and High Technology UNIDO in hosting this important and timely seminar.
This seminar is considered as a step forward to contribute in building a better future to those who suffer poverty and illiteracy and to participate in spreading e-learning among developing countries all over the world.
We all understand, and share understanding of, the sheer potential of e-learning and e-assessment in driving up-take and participation in high quality learning experiences.
The seminar will provide an opportunity to share opinions and discuss best practices, ICS e-learning experience strategies and instruments to promote an extensive dissemination of high level knowledge in science and high technology.
In fact, the needed technology to sustain advanced e-learning activities is generally already available and relatively cheap. The lack of use of the existing technology for e-learning activities in advanced scientific fields is related to two issues: an insufficient production of relevant contents, limited access i.e. technical barriers and costs for users, mainly located in African Countries.
I will not get into details as we will discuss together the headlines of the seminar as mentioned and scheduled in the program, but I would like to take advantage of this opportunity to call your joint efforts to support the Association in establishing a Global Platform of knowledge sharing for different populations with different races and different religions, so to be able to continue the process of achieving Millennium Development Goals.
Atars’Net Association launches this initiative as a part of a global human projects and takes into consideration the different axis of WSIS’ Plan of Action especially those dealing with E-Learning
This Global Human project I am talking about is a global network within which ICTs are devoted for scientific capacities building. This network will be accessible for all to take free advantage of it and benefit from its content with respect to the conventional laws about scientific publications and intellectual property rights.
Ladies and gentlemen,
We are embarking on a program of profound change and development and we intend to be a powerful agent of change in the interests of the millions of people who can enhance their lives and potential through these new forms of learning and assessment.
I am confident that this Seminar will provide new ideas and guidance, and I look forward to working closely with you.
